Ultimately the Buck Stops with the Candidate. If Tan didn't know that someone in his office was using campaign funds for this letter, and the fact that the FEC paperwork only list one paid employee, it looks like this is a game of "Find the Scapegoat." Also, if the employee had access to the database, who else had access to the same database and under who's authority.
Did Tan see copies of the letter in his office? Did Tan know of the bulk mailing permit, or for that matter was the permit under his name or a member of his staff?
This is just the tip of the iceberg...looks like someone is going to be the "Cell"block captian.
